Fíifîk-rêqa Bî (/ˈrakè/ /ˈrɘqa/ [mobile; portable] [manner]) is a temperate Town located in the Mèrevaqêyê Zone of the Union of Engineers.

The name Fíifîk-rêqa Bî is derived from the Iron Elvish language, as Fíifîk-rêqa Bî was founded by Snog̈îd Trêye, who was culturaly Iron Elven.

Climate

Fíifîk-rêqa Bî has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 25°C (77°F). Fíifîk-rêqa Bî receives an average of 279 cm/y (109 in/y) of precipitation, most of which comes in the form of rain during the spring. Fíifîk-rêqa Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1630 m (5347 ft) above sea level.

Overview

Fíifîk-rêqa Bî was founded durring the late 14th century in summer of the year 1254, by Snog̈îd Trêye. The establishment of Fíifîk-rêqa Bî was somewhat plagued by a lack of willing colonists, leading to Snog̈îd Trêye electing to pay people to resettle in Fíifîk-rêqa Bî.

Fíifîk-rêqa Bî was built using the conventions of Iron Elven durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Fíifîk-rêqa Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Fíifîk-rêqa Bî is buildings are located arround a single narrow flagstone mainstreet which forms a clockwise spiral to give the town a over all circular shape. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. Unfortuantly, these cost-cutting-focused defences are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.

A look around Fíifîk-rêqa Bî has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scuttling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Regardless, you do not feel it would be wise to remain in Fíifîk-rêqa Bî long.

Civic Infrastructure

Fíifîk-rêqa Bî has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Fíifîk-rêqa Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Fíifîk-rêqa Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Fíifîk-rêqa Bî's parks.

Fíifîk-rêqa Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Fíifîk-rêqa Bî.

Fíifîk-rêqa Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Fíifîk-rêqa Bî has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.

Fíifîk-rêqa Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Fíifîk-rêqa Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Fíifîk-rêqa Bî's public wards, blessings, and other arcane systems.

Fíifîk-rêqa Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Fíifîk-rêqa Bî's natural decorations nor waterways.

Fíifîk-rêqa Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Fíifîk-rêqa Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.

Fíifîk-rêqa Bî's garrison was built using a different architectural style from the rest of the town. The style used is characterized by order, symmetry, formal design, grandiosity, and elaborate ornamentation. Architectural characteristics include balustrades, balconies, columns, cornices, pilasters, and triangular pediments. Stone exteriors are massive and grandiose in their symmetry; interiors are typically polished and lavishly decorated with sculptures, swags, medallions, flowers, and shields. Interiors will often have a grand stairway and opulent ballroom..

Due to the actions of local Kami, winter is short in Fíifîk-rêqa Bî.

The Snake, Constrictor (Anaconda) near Fíifîk-rêqa Bî are known to be more aggressive than normal.

Fíifîk-rêqa Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves performance art to channel Illusion energies of tier 3 via speaking in tongues.
